The process of guidance/management:

PLAN:
Determining in advance of the action, what the plan is (where/vision)

ORGANIZE:
Put people in a team/structure to achieve goals (team/roles)

LEAD:
Motivate and lead people to action (leader)

CONTROL:
Ensure that the performance matches the plan.
In leadership, the first requirement is a goal
Then a plan to achieve it - Set goals.
No goal = Chaos, no achievement.
No plan = No goal, little achievement.
Planning without structure = Confusion, wrong people, and no timing.
Then comes the organizing structure or a team of people to achieve it with = unity, coordination.

Leadership sees that things get going, and keeps it going.
Control sees that everything above is effective and achieves the goal.
The process is successful if guidance is effective and goals are achieved.

The reality of the South African context and affirmative action is:
We have a plan, and we have organization/structures. However, we populate teams with the wrong people (do not do this) and appoint leaders who can not/do not want to lead. As a result, no control takes place - or lip service is paid to it. We need leaders who take the lead, take the lead, lead the way, and are accountable, whether at school, team, community, or government level.
